yeah this really seems to be the case - at least from the bit of travelling I have done over the past few years. 
vote him/them/"their fear campaign" out! :)

This might only be a little related - I watched an interesting documentary the other day called "The Power of Nightmares". The premise:

"Instead of delivering dreams, politicians now promise to protect us from nightmares."
